Alexandra Halfman litigates nuisance abatement and code enforcement actions against nuisance properties, including but not limited to junkyard properties, unpermitted and hazardous buildings, zoning violations, marijuana dispensaries, and massage parlors. She has successfully petitioned the court to appoint receivers to remediate nuisance properties and those that violate the Health & Safety Code, achieving positive results for cities and the occupants of the properties. She also prosecutes municipal code violations.
Her areas of focus also include police, fire, land use, planning, elections, community services, and administration. Ms. Halfman is experienced with drafting ordinances and resolutions as well secured transactions, intellectual property agreements, media releases, and contracts for public works. She is proficient with constitutional issues encountered by public agencies, including due process, First Amendment challenges, and search and seizure.
Ms. Halfman obtains and executes search, seizure, and abatement warrants. She has successfully brought numerous actions to confiscate and forfeit dangerous firearms. She responds to Public Records Act requests and handles records retention and destruction. She advises public entities on compliance with the Americans with Disabilities Act.
Ms. Halfman served as a reviewer for the California Municipal Law Handbook since 2016.
