Alexandra Halfman serves as Deputy City Attorney for the City of Norco and associate counsel to the Costa Mesa Sanitary District, Home Gardens Sanitary District, and Orange County Vector Control District. She prosecutes municipal code violations and litigates nuisance abatement and code enforcement actions. She has successfully brought numerous actions to confiscate and forfeit dangerous firearms. Her areas of focus also include police, land use, planning, elections, and administration. Ms. Halfman is experienced with drafting ordinances and resolutions as well secured transactions, intellectual property agreements, and contracts for public works. She responds to Public Records Act requests and handles records retention and destruction. Ms. Halfman is proficient with constitutional issues encountered by public agencies, including due process, First Amendment challenges, and search and seizure. She obtains and executes search, seizure, and abatement warrants.
Ms. Halfman served as a reviewer for the California Municipal Law Handbook since 2016.
